Dr. Pei-Wen Liu is the executive vice president and CISO of First Commercial Bank, in charge of Information technology, digital technology security, digital banking and financial technology business. During his term as EVP，he established the Digital Technology Security Division, the first dedicated unit to digital technology security among all Taiwanese banks. In order to implement the digital transformation strategy, Liu announces 3 policies: IT modernization, product digitalization, and market innovation. Therefore, a cross-departments team is formed to create a brand new digital brand-iLEO by using design thinking and agile development.

Before join FCB, he possesses 20-year experience in IT industry. In addition to the deputy director of Cybersecurity Technology Institute of III (Institute for Information Industry), he is also the director of National Center for Cyber Security Technology to promote cyber security protection for government and critical infrastructure in a long time.
